The paper studies the instability near the harmonics of a proton-cyclotron frequency, excited by hot anti-loss cone (ALC) protons. Wave propagating is considered almost transverse to the ambient magnetic field. The growth rates and range of excited frequencies increase with the increase of an anti-loss index. The growth rates lie in the range 0.01-1.0 of the proton-cyclotron frequency.
