Results are presented for a survey of the H166-alpha radio recombination line conducted in the galactic plane over longitudes from 358 to 50.5 deg. Emphasis is placed on the large-scale galactic structure and distribution of ionized hydrogen. Emission was detected at all positions from 4 to 44.6 deg at positive radial velocities except in the direction of the galactic center, where negative radial velocities were found. A comparison of H166-alpha and H I spectra in terms of antenna temperature as a function of position and velocity shows that the neutral gas is more widely and smoothly distributed than the ionized gas and that both species exhibit similar deviations from circular rotation near 30 and 50 deg longitude. It is found that the radial distribution of H166-alpha emission has a peak between 5 and 6 kpc from the galactic center but a sharp decline at larger as well as smaller radii and that the radial distributions of neutral and ionized gas are not simply related. The radial distributions of H166-alpha and H I are then compared with those of dense H II regions observed in the H109-alpha line.
