Observations of variations in the energy spectrum of Venera 10 radio signals during their propagation in the inhomogeneous solar plasma at elongations of 0.6 to 6 deg are analyzed. It is shown that the spatial turbulence spectrum of the near-solar plasma is similar to a Kolmogorov spectrum, that this plasma is strongly turbulent, and that the degree of inhomogeneity increases at distances of 2 to 5 and 12 to 20 solar radii. The values determined for the solar-wind velocity are found to be close to those given by Parker's theory.
