The evolution of cosmic turbulence through the period of primeval-plasma recombination is analyzed. Consideration is given to the action of the Thomson drag force on matter motions, the possibility of generating density irregularities as the matter motion is damped, and the effect of such damping on the temperature of matter. The expressions obtained by Chibisov (1972) for the damping of turbulent motions through the recombination era are rederived, and the spectrum of density fluctuations emerging from that era is calculated. The density contrast function is compared with the covariance function for the distribution of galaxies in the sky as well as with Carpenter's (1938) law, which describes the densities and radii of the most prominent extragalactic systems on a variety of length scales. It is shown that there is a substantial discrepancy between the predictions of turbulence theory and Carpenter's law in the sense that the theory produces bound systems that are overdense.
