If the X-ray background is due to emission from a hot intergalactic medium (IGM), the cosmic microwave background is expected to be distorted as a result of Compton scattering. Recently, an excess in the submillimeter band has been measured by the Nagoya-Berkeley group. It is shown that even if the initial electron distribution function is non-Maxwellian, the reported distortion at 0.3 mm is too small to be consistent with a hot, homogeneous IGM model for the X-ray background.
