An interpretation of a result of Simpson et al. (1988) on the variation with kinetic energy T(i) of the mean pathlength of the galactic cosmic rays (GCRs) in the range T(i) = 0.1-10.0 GeV/nucl is presented. It is argued that the data on the mean pathlength may be interpreted in terms of a model of GCR diffusion on one-dimensional Alfven-wave turbulence, having a cutoff in the spectrum at frequencies omega equal or less than omega(H), where omega(H) is the proton gyrofrequency. It is shown that the cutoff results in a change in the character of variation of the GCR diffusion coefficient in the range T(i) much greater than 1 GeV/nucl towards some more complicated variation at T(i) = 0.1-1.0 GeV/nucl due to the peculiarities of the pitch-angle scattering at theta approximately equal to 90 deg.
