The moon is a superb gravity-gradient stabilized satellite from which to accomplish a wide variety of astrophysical observations. We discuss the LUTE Project which proposes to place on the lunar surface a simple, stationary telescope which uses the moon as a stable platform from which to accomplish a large area, high angular resolution survey of the Universe in the vacuum ultraviolet region of the electromagnetic spectrum. The basic observational principle involves use of CCD detectors continuously operated in the 'time-delay and integrate' (TDI) readout mode. Data, which are returned directly to Earth, can be used to address a very large set of astrophysical problems ranging from solar system to cosmological investigations. We discuss the astrophysical problems which can be addressed in the course of this survey. To ensure data integrity, astrophysical lunar mission design must incorporate precise in situ monitoring of the environment. The global LUTE mission design will be described.
