Two sets of complementary observations of large-amplitude brightness and gas production rate variations on Comet Halley made on 4.2-4.9 December, 1985 by two very different techniques are interpreted here using the atmospheric model of Festou (1981). The brightness observations are found to be not consistent with production of parent molecules at a steady rate. It is shown that a noticeable gas production increase occurred shortly before the observations were made. The interpretation of the OH line profile requires that the velocity of the parent molecules be larger than 1 km/s. A possible explanation in terms of a variable velocity of the H2O molecules is given.
