A model for accretion onto radio pulsars is proposed in which interstellar neutral hydrogen is assumed to infiltrate the light-cylinder and, after ionization, to modulate the pulsed emission. Within this model, observed long-term variations in pulsar emission can be interpreted as the result of inhomogeneities in the interstellar medium. The calculations suggest that pulsars can be 'switched off' while passing through a 'standard' neutral hydrogen cloud with a density of about 10/cu cm.
