In pulsar magnetospheres, the longitudinal electric current and the change density must be adjusted for the global magnetospheric structure. This implies the formation of a downward particle flow streaming through the main plasma flow. The two-stream instability generates plasma oscillations, and nonlinear conversion of these oscillations into electromagnetic waves is shown to be the source of strong radio emission whose luminosity and spectrum are compatible to that observed from pulsars.
