The energy spectrum of primary protons at E(0) greater than or equal to 10 to the 19th eV, i.e., the steepening around 10 to the 19th eV can be explained within the framework of stochastic space-time. Moreover, the complete cutoff of UHCR (ultrahigh-energy cosmic-ray) spectrum can also be avoided and a flattening is favored without considering the extragalactic component of cosmic rays.
