We study the long term evolution of magnetic fields in an initially unmagnetized electron-positron plasma undergoing a collisionless shock. Using a combination of simulation and analytic arguments, we show that the magnetic fields generated by the Weibel instability is strongly damped via phase mixing downstream of the shock region. Large scale fields that make be generated via the inverse cascade appear unlikely. As a result, this puts severe constraints of the efficiency of the internal shock model to explain the prompt gamma-ray emission.
