Galaxies: Evolution, Galaxies: General, Stars: Formation

I briefly summarize recent observational results that, taken together, imply that star formation and the protogalactic era may be taking place at z>~5. I discuss the implications of these results for planned instruments and missions and suggest that modification of the Far-Infrared and Submillimeter Space Telescope (FIRST) and Next Generation Space Telescope (NGST) mission instruments to include longer wavelength capability be considered.
