A high spectral resolution study of radio recombination lines has been made for three H II regions using the Arecibo 305-m telescope. This paper reports the detection of narrow H168-alpha lines at 22 cm from partially ionized hydrogen in three sources: W48, S87, and S88. A blister model for interpreting the structure of H II regions is discussed, and the model's prediction of a correlation between kinematic velocities and line excitation is found to be inconsistnet with these data. Two mechanisms are considered as possible sources for ionizing the partially ionized gas: D-type ionization fronts associated with the expanding H II region and X-rays from stellar winds. Both models predict line-to-continuum ratios which are consistent with the observations. The narrow C168-alpha line has also been resolved for all three sources, and it is possible to confirm the detection by Silvergate (1984) of emission features that he attributed to sulfur on the high-frequency side of carbon. A non-LTE analysis is used to derive physical parameters for the ionized clouds.
