Observations pertaining to solar energetic particles are reviewed, emphasizing spectra and time histories. Velocity-dependent characteristics of the energy spectra are noted and compared with results for interplanetary shocks. An accelertaion process and a shock drift mechanism are proposed to explain the observed properties. It is noted that preacceleration from thermal velocities to the shock velocity in the corona is needed to reconcile observation results. It is suggested that the most promising preacceleration mechanism is an acceleration process of outflowing plasma from a magnetic reconnection region.
