Observations of cosmic rays with energy in the range of 100 EeV are of great interest for at least two reasons. First they imply the existence of cosmic accelerators or exotic events capable of generating particles of such energy. In addition, a continuation of the primary spectrum beyond the cutoff due to propagation through the microwave background implies that the sources must be relatively nearby. Because of the steep energy spectrum and the extremely low flux of ultra-high energy cosmic rays, progress requires detectors with large effective area and with the ability to assign energy and direction accurately and precisely. I will give a brief overview of the field that emphasizes how the energies are measured. My aim is to set the context for the following two presentations of results from AGASA and from Hi-Res, two detectors with complementary approaches to the problem of energy assignment.
