In this Letter, equation (1) should have read Ωion=(H0/cρcrit) Ω1/2m(ΣNion/ΔX mion, where Ωm is the local matter density relative to the closure density, dX=(1+z)1/2dz is the value for a flat matter-dominated cosmology, and ΔX is the integral of X over the redshift interval. This was a typographical error, and all values of Ωion in the text and figures are correctly computed with this formula and with H0=65 km s-1 Mpc-1 and Ωm=1. For Λ-dominated cosmologies, the values may be simply scaled to preferred values of Ωm using the dependence in equation (1). I would like to thank Yong Qian for pointing out this error.
