After the success of Hipparcos, and in the perspective of the future astrometric space missions such as DIVA and GAIA, we discuss the role of small telescopes and the development ofground-based astrometry. Several photometric and astrometric programs, that could be performed with small instruments existing in the observatories of different countries, are proposed.
