It is proposed that the masses of water necessary for the formation of noctilucent clouds are transported from the stratosphere to the ionosphere by the electric field of thunderstorms. This effect is determined by the high potential of thunderstorm clouds with respect to the ionosphere, leading to a 100- to 1000-fold increase in the electric field in the stratosphere compared with ordinary conditions. Calculations show that, in such a field, the drift of hydrated ions into the ionosphere provides for the transport of up to 1 gram per hour over an area of 1 sq km.
