The theoretical basis for prediction of transient inertial mass shifts that follow from the strong form of Mach's principle (that both inertial reaction forces and the origin of inertial mass arise from the gravitational action of chiefly distant matter in the universe) is recapitulated. The generation of stationary forces is then addressed. Experimental work in progress is described.
