An all-sky volume-limited sample of Abell clusters with diameters of 600/h Mpc is investigated to assess the large-scale structure and inherent lack of smoothness of the nearby universe. The values of mass fluctuation on scales of wavelengths near 800/h Mpc are estimated and found to be relatively low, and the amplitude for expected CMB anisotropies is determined. It is theorized that the density-fluctuation level is low enough to require a change in the spectral slope on the largest scales. The assumption that a typical 1 sigma fluctuation is observed introduces some statistical uncertainty into this scenario. Other uncertainties can be reduced by measuring cluster redshifts missing from the sample and by using other samples without the biases of the sample used for this treatment. A break is expected at wavelengths less than about 300/h Mpc since the spectrum of density fluctuations retains its slope up to medium scales and then becomes scale-invariant on the largest scales.
