The authors present a model of an optically thin bremsstrahlung source in the context of active galactic nuclei. Infalling matter is assumed to form an accretion disk around a supermassive black hole. Dissipation of turbulent energy above the disk results in the formation of a transition layer with inverted temperature gradient. The emitted thermal radiation has a power law spectrum from ⪉0.1 keV to 100 - 300 keV with photon energy index γ = 0.4 - 1. γ = 0.75 appears as a natural power law for Seyferts and QSOs.
