A phenomenological study of the optical and radio properties of quasars is presented based on observations carried out with the VLA at 1411 MHz over a Selected Area (SA) of 5 x 5 square degrees of sky. The observation identified 17 VLA quasar candidates with flux densities of between 20 and 300 mJy. Normalized differential radio number counts are constructed using a sample of 37 VLA quasars with flux densities of between 4 and 300 mJy. Some of the optical properties of the sample of quasars are discussed, including magnitude variability and color classification. A self-consistent theoretical model of VLA quasars is described on the basis of the observational data.
