It is shown that the spectrum of the Doppler shift determined on the ground is not equivalent to the spectrum of large-scale moving ionospheric disturbances. This result is ascribed to the effect of nonlinear fluctuations of the phase during the propagation from the lower boundary of the ionosphere to the surface of the earth. The magnitude of the nonlinear distortions depends on the focusing factor.
