What was known of the Cosmic X-Ray Background (CXRB) before Ginga and what was discovered because of Ginga are discussed. CXRB is now believed to be composed, for the most part, of discrete extragalactic sources. However, so far obtained spectra of the known classes of extragalactic sources do not account for the distinct shape of the CXRB spectrum with a break around 20 keV: 'spectral paradox'. Ginga observations yielded new results in the active galactic nuclei spectra and the logN - logS relation over a wide energy band above 2 keV at much lower flux levels than previously available. As a result, the spectral paradox has become even more serious. Based on the Ginga results, some possibilities for the spectra of fainter Active Galactic Nuclei than the Ginga limit which could explain the spectral break are discussed.
