The conceptual design and observational prospects for the proposed Laser Interferometer Gravitational-Wave Observatory (LIGO) are discussed with reference to theory. The detection of gravitational waves is illustrated in which a beam splitter, two Fabry-Perot cavities, and a recycling mirror prepare gravitational waves for a detector. The LIGO facility is delineated and includes a 4-sq-km vacuum system, lasers, a vibration-isolation stack, and the optical components. The potential for measuring the waves is examined in the light of previous data and existing theory, and the importance of noise control is discussed. The LIGO facility is expected to provide data on the speed of gravitational waves and the properties of the waves relative to electromagnetic radiation.
