The paper examines the construction of a coordinate clock network on the earth's surface whose synchronization will be transitive and no discontinuity will occur due to rotational and rate change effects when classical Einstein synchronization is used. The network is constructed by adjusting clocks to read coordinate time on an underlying nonrotating local inertial frame, and the methods of establishing a coordinate time grid, including synchronization of portable clocks, direct transmission of electromagnetic signals, and time transfer via satellite clocks are discussed. Experiments in clock synchronization including laser pulse synchronization of flying clocks and the transport of a cesium portable clock from the USNO, Washington, D.C. to NBS, Boulder, Colo., and back are described, showing that this network can be applied in making UTC or other global scale more useful for navigation and communication systems.
