The development of a population inversion with respect to 21-cm emission in hydrogen atoms situated in an interstellar plasma with gyrofrequency-type wave turbulence is examined. The interaction of atomic spins, Lyman radiation and whistler turbulence with frequencies close to the plasma electron gyrofrequency leading to a population inversion is analyzed. Maser emission at 21-cm in dense interstellar clouds is then suggested as the cause of unusually high magnetic field strengths determined from measurements of the circular polarization in the wings of the 21-cm absorption line.
