This paper shows that the requirement that galaxies be stable to two major types of perturbation (those lying in the plane of a galaxy and those that warp this plane) leads to strong upper and lower bounds on possible halo masses. The range of admissible halo masses is found to be quite narrow, viz., from 1.0-2.5 to 3-4 times the disk mass. Possible reasons for the noncoplanarity of structures in the central regions of galaxies are discussed.
