Millisecond and binary pulsars may be used as the most stable natural frequency standards in time-keeping and fundamental metrology. The procedure of obtaining proper unbiased estimates of their stability deserves a special investigation. These estimates depend essentially on the random noise component being revealed in the residuals of the arrival times of pulsar pulses. Using the shot-noise approximation a generalized statistical model of the low-frequency pulsar timing noise is worked out. The model describes both random walk and flicker noises having different physical origins. Particular cases of these noises having the integer and fractional power-law spectra, S(f), being respectively proportional to f ^-n (n=1,...,6) and f ^-lambda (0
