An analysis is presented of the evolution of perturbations and the formation of inhomogeneities in cosmological models with nonzero neutrino mass. A detailed analysis of the transition from the radiation-dominant epoch to the current epoch of massive-neutrino domination makes it possible to more accurately define the parameters of these models. It is shown that data on small-scale and quadrupole fluctuations Delta T/T are incompatible with the universal flat spectrum of perturbations. Conditions under which these data may be compatible in the neutrino universe are discussed.
