Carbon abundances are calculated for 53 planetary nebulae from the strength of the optical 4267-A C II line, whose intensity is corrected where necessary for systematic error by comparing it to the known intensities of 4541-A He II, the 4363-A O III forbidden line, and 4471-A He I. Total C/O ratios are derived on an arbitrary scale, and then scaled to the C/O ratios that have been measured for eight nebulae from analyses of their far-ultraviolet spectra. It is found that although some individual nebulae may have an excess of carbon, the median of the distribution of C/O values is similar to the solar value. This comparison, however, depends on the selection of, and scaling to, the ultraviolet data. The C/O ratios derived do not support Becker and Iben's (1980) theoretical prediction that C/O becomes greatly enhanced as He/H increases.
