A cosmological model is proposed which possesses an early event horizon, starts with de Sitter space, and has Hawking radiation as the observed cosmic microwave background radiation. Associated with an event in de Sitter space, there is a quantum barrier penetration tunneling which leads to an open, negatively-curved cosmology. Although there is an early exponential expansion phase, this turns into a standard big-bang solution at late times. The advantages of the model include a lack of singularities, an explanation of microwave background isotropy through the causal contact of observed regions, and early epoch temperatures sufficiently high to accommodate grand unified theories which produce the observed baryon excess from an initial thermal distribution through CP violations. Furthermore, the model predicts an open universe consistent with the mass detected in the universe so far.
