The ionization structure in circumstellar envelopes is shown to be dependent on the envelope density, the effective temperature of the underlying star, and the envelope geometry. Stars whose effective temperatures are below 25,000 K are not capable of completely ionizing dense envelopes. As a result, ionization structure exists within the envelope. The lowest degree of ionization occurs between the high density equatorial region and the lower density edge of the disk. The implications of such structure are discussed. In particular, it is shown that the usual assumption that ionization is primarily a radially dependent quantity is invalid, and that shell line profiles may be affected by the ionization structure.
