The excitation-ionization equilibria for levels of Sr II and H are calculated for physical conditions appropriate to spicules represented by vertical slabs whose thickness is taken as 800 km. The equilibrium of Sr II, whose transitions are optically thin, is given by the steady state equations; it depends strongly on the microturbulence and the vertical flow velocity. The radiation transfer in the optically thick transitions of a fifteen level atom of hydrogen is calculated. An application is made to the flash spectrum in the altitude range 1500 - 3200 km. The emission in the resonance line Sr II 4078 Å, the Balmer line H10 and the continuum emission at 4700 Å are interpreted by an inhomogeneous model. The vertical flow velocity is a free parameter. The density, temperature and the filling factor are in agreement with those associated with spicules in this range of altitude.
