The program objectives, and implementation of the mission are analyzed. The satellite and its subsystems and the telescopes are described. The survey operations include the capability to search for EUV point and nebular sources in the pass band 100 to 1000 Angstroms, and to map with high resolution the diffuse emission known to exist in the band 10 to 250 Angstroms.
