By comparing theoretical models to the BATSE observations, it was shown that Galactic spiral arm sources cannot be the sole population of gamma-ray bursters. However, if there are two populations of burst sources, some of them could be in the spiral arms. If the Galactic arm sources are homogeneous and isotropic in space, it is possible that over ~1/2 of all the bursters could be in the spiral arms. However, it is illustrated here that for inhomogeneous spiral arm distributions, and for observers offset from the axis of the arm, the allowed fraction of the sources that can be in the arm is significantly reduced. Thus the fraction of spiral arm sources is likely to be at most 10% to 20%.
