The stability of highly prolate stellar systems such as the bars of barred spiral galaxies and intergalactic bridges with respect to small perturbations is examined by means of a general method applicable to all quasi-one-dimensional systems. Consideration is given to the stability of a model of a thin circular cylinder not allowed to rotate around an axis perpendicular to its longitudinal axis with respect to bending perturbations (hose instability). A stability diagram is presented which shows that the instability is stabilized at sufficiently small perturbation scales and particle velocity distribution anisotropies. A comparison with exact calculations for a homogeneous cold cylinder indicates that the region of instability of the cold cylinder is insignificantly wider than that obtained by the present model, due to the degeneracy of a cold cylinder.
