This paper provides a mechanism for replenishment of galactic density waves. From the observed facts it is known that the peculiar velocities of stars are of the form of ellipsoid distribution. Owing to these facts, the perturbations on a pattern of density waves are unstable. These instabilities give rise to an amplification of density waves. Therefore, Toomre's dissipation could be completely compensated, so that the density waves should be able to maintain for a long time.
