An investigation of the formation of the radiation source of pulsars and production of the high energy particle bunches by the magnetic annihilation near the light cylinder, is presented. It is shown that: (1) magnetic energy may accumulate very rapidly owing to the 'differential rotation' in the non-corotating layers of neutron stars near the light cylinder; (2) in a steady state, the accumulated energy will be released with the same speed and the possibility is analyzed that the 'magnetic annihilation' serves as the mechanism of energy release; (3) the particle number density of radiation region is much greater than that in the model of G-J (1969); and (4) there may be different periods of pulses of gamma-ray and radio radiations of a given neutron star.
