The paper discusses the paradox concerning the dominance of small-scale clustering by chains of normal galaxies. The revelation of short galaxy chains among normal galaxies was not expected, and the nature of revealed chains cannot be explained in terms of so-called filaments observed on a scale of 100 Mpc. Three types of clustering modes, corresponding to G1, G2, and G4 nonisomorphic graphs with three vertices, are free of the time paradox, while chains (the clustering mode corresponding to the G3 graph) are stable on a time scale tens and sometimes a hundred times less than the conventional age of normal galaxies. The question why do the chains dominate small-scales can not be answered with a conventional explanation.
