In this paper, an attempt is made to combine the many single high-velocity hydrogen clouds (HVCs) into a unit local complex composed of radioloops, diffuse X-rays, and other possible components. The complex joins together all the composition elements and displays complex regulation, despite its violent kinematics and high-energy X-rays. The scheme of the complex structure is described, and it is shown that the scheme is the result of the interaction of HVCs with X-rays.
