A new model for the giant H II loops in IM and Sc galaxies is proposed. The ram pressure of a massive, collapsing gas cloud serves to confine the stellar wind of a noncentral OB star or association and to generate a quasi-steady flow situation which survives as long as the stellar wind and inflow of neutral gas continue. These models have many interesting properties. In particular, the operation of gravitational instability in the shocked neutral layer (Elmegreen and Lada, 1977) seems to offer a way to make the young globular clusters characteristic of the LMC.
