Results are reported for BV photometry and spectroscopy (in the vicinity of H-alpha) of the interacting galaxy VV 8 and the giant double H II region observed as a companion at the end of one of the galaxy's spiral arms. Absolute visual magnitudes of approximately -16 to -17 for the double H II region and -19.7 for the galaxy as a whole are determined, along with a radial velocity of 1360 + or - 30 km/s for the nucleus, a galactic mass of about 44 billion solar masses out to 8 kpc, an M/L ratio of 8 (in solar units), and an inclination of 13 deg to the line of sight. A rotation curve is constructed, and a distance of approximately 18 Mpc is estimated for the galaxy (for H = 75 km/s per Mpc). It is found that VV 8 has a peculiar outer structure of low surface brightness and appears to belong to a group of galaxies whose three major members are either interacting or peculiar galaxies undergoing unusually intense star formation.
