We assume that the subsystems of the Galaxy (populations) consist of inclined discrete structures (belts) and depend on their inclination angle i (from 0 to 90°). The subsystem boundaries are skirting these belts. The survival of the inclined belts in the differentially rotating Galaxy may depend both on the age and on the peculiarities in kinematics. We also consider differences between mean radial velocities (or proper motions) between belts symmetrical with respect to the Milky Way.
