We reconsider effective relaxation time &tau__e (an e-folding divergence time) for steady gravitational systems following Gurzadyan-Savvidy's paradigm. It is shown that if the Holtsmark distribution for a random force truncated at 4Gm/σ^2 is adopted, τ_e/τ_c does not depend on N, τ_c being a crossing time. Probably this means that the Holtsmark distribution is not valid for such encounters. When Petrovskaya's distribution for a force due to close encounters is added, the ratio τ_e/τ_c depends on N and increases as N^{1/3}, in agreement with I. L. Genkin.
