A new semi-analytical theory for the orbital motion of the Martian satellite Phobos is developed, which takes into account the solar action, Mars' potential up to the order 9, the perturbations by planets and secular perturbations due to Phobos' figure. The estimated internal precision is a few meters over a time span of 20 yr around 1985 for all the contributions except for the perturbations due to Phobos' figure. A comparison with Sinclair's (1972) solution is given.
