Results are presented for radio observations of the spherical component of the Galaxy at a wavelength of 4 cm. It is noted that several difficulties have arisen with the interpretation of the observed deficiency of decametric radio emission from the galactic-center region in terms of absorption in an ionized gas situated between the source and the observer. Therefore, the observed nature of the 4-cm radio emission and the space distribution of the spherical component are explained in the framework of a model of synchrotron emission from relativistic electrons having a distorted energy spectrum and moving in a magnetic field that decreases toward the galactic poles. It is found that the magnetic-field strength decreases from one hundred thousandth to one ten millionth gauss toward the periphery of the Galaxy.
