Available data on the radio halo of the Galaxy and the radio structure of the galactic disk are analyzed in terms of a three-component model for the nonthermal diffuse radio emission of the Galaxy. The three components include the spherical halo, the base disk, and the spiral arms. The results are compared with the distributions of galactic cosmic-ray electrons and diffuse gamma radiation. The brightness-temperature profiles of the three emission components measured at 150 MHz are found to be consistent if the sun is located inside the local spiral arm, the spherical halo has low emissivity, and the radiating electrons circulate freely among the three emitting regions. It is suggested that the radio arms are probably distinct from the material spiral arms and that differences in the radio emission from the three regions are produced by different magnetic fields rather than by different origins and distributions of the radiating electrons.
