It is shown that the construction of a consistent, relativistic theory of celestial body motions entails that both (1) the determination of dynamical effects from the equations of motion of the bodies, and (2) the calculation of the quantities being measured, be performed in the same coordinate system, whose choice is arbitrary. Time intervals, angular distances and Doppler frequency shifts are the only quantities actually measured in astronomy. In radar, optical and radio interferometric measurements, these quantities are easily calculated within the framework of a spherically symmetric, two-parameter metric written in arbitrary, quasi-Galilean coordinates, where relativistic effects can be expressed only as a function of measured initial values of whatever sort. Because it depends on the composition of the initial measurements, the separation of quantities into Newtonian and relativistic parts is conditional.
